Trouble with TABOR
We noted with interest your article regarding Maine's upcoming consideration of the Taxpayer Bill of Rights ("Tax Wars: The Sequel," September 2006). As residents of Colorado, which has enacted its own TABOR amendment, and as summer visitors to Maine, we thought you might consider the following factors when deciding whether TABOR is an appropriate measure. First, should it be adopted as an amendment to the state Constitution, which is very difficult to revise should the need arise, as opposed to initiated legislation? Second, you should analyze each and every word of the provision, as a court would do, to make sure the effect of TABOR is truly understood.
