Five volunteers have been trained by South Portland police to make sure that dog owners are complying with a city ordinance that allows dogs on Willard Beach only between 7 p.m. and 9 p.m. from May through September. The emphasis is on education rather than enforcement, but each patrol does carry a police radio and has been instructed to contact an officer should a dog owner become hostile or ignore instructions to take their dogs off the beach until legal hours.
