Biddeford Residents Debate Racino

Emotions ran high at Monday's public forum on a proposed racino in Biddeford. Scarborough Downs and hotel operator and developer Ocean Properties Ltd. wants to build a $125 million racino complex in Biddeford and is eyeing an 88-acre city-owned parcel on Andrews Road, west of the Maine Turnpike. Biddeford voters will decide whether to allow a racino in the city on Nov. 2.
