Some of the biggest complaints from tourists visiting Portland, according to Jan Beitzer of Portland's Downtown District, are about the numerous cigarette butts littered around the city streets. Beitzer says people expect a pristine city on the coast and are often disapointed by this unsightliness. In an effort to reduce these complaints, Beitzer led a successful effort to get city officials to impose a fine of $100 for anyone caught flicking cigarette butts to the ground. A law for this specific type of littering is rare, but the hope is that it will help smokers keep the city streets clean.
